Bug#911425: 'apt policy' bash completion includes source packages (but 'apt-cache policy' doesn't)

The apt policy bash completion includes source packages, which means it
is completing arguments that do not (yet?) work with it.

The completion for 'apt-cache policy' doesn't have this issue, it only
completes and works with binary package names.
